COMPENSATION ANALYST
HUMAN RESOURCES DEPARTMENT
CITY OF WORCESTER
 
The City of Worcester is seeking qualified applicants for the position of Compensation Analyst for the Administration Division within the Human Resources Department. Under the direction of the Director of Administration, the position will support the Human Resources management team by developing and maintaining salary structures for union and non-union compensation plans. The Compensation Analyst will coordinate the implementation of collective bargaining agreements, wage increases and retroactive payments. The Compensation Analyst will be responsible for updating and maintaining the City’s Salary Ordinance book, establish pay grades and develop wage and salary schedules, and will perform continual compensation analysis, conduct market analysis, assist in the preparation and planning of market rate adjustments, and make salary recommendations to ensure City salaries are competitive. This position will interpret and report on large quantities of data.

ESSENTIAL TASKS:
Conduct internal and external market analysis to determine competitive compensation trends and ensure that the City’s compensation practices are compliant with applicable laws and regulations.
Ensure compliance with all federal, state, and local laws and regulations related to compensation, including strong focus on pay transparency, pay equity, and FLSA.
Research, create and submit regulatory data submissions and ensure the city is in compliance.
Conduct data and cost analysis to be used in employee and collective bargaining agreement negotiations.
Review retroactive calculations for cost-of-living increases and market wage adjustments.
Draft salary ordinance amendments.
Update and maintain the City’s Salary Ordinance book.
Establish pay grades and develop wage and salary schedules.
Update and maintain the collective bargaining briefing book.
Review and make recommendations for position classifications, conduct salary surveys and market comparisons, job analysis and job evaluations.
Perform salary survey submissions, analysis of survey results, and maintenance of internal compensation structure.
Analyze new positions and reclassification requests to help appropriately determine job classification, compensation value, and FLSA exemption status.
Support the development and maintenance of compensation policies, procedures, and pay scales; prepare spreadsheets and reports to support recommendations.
Prepare and present reports on compensation data and trends to HR management.
Collaborate with the Hiring Division, HR business partners and managers to support, respond, and provide guidance on compensation related issues.
Provide guidance and training to HR and management on compensation-related matters.
Research employee benefits and make recommendations changes or updates to the current plans or policies.
Participate in special projects as needed.
 
 
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to interface, collaborate, and proactively communicate effectively with managers and employees including internal HR business partners, business leaders, and external vendors.
Detail oriented with keen sense of accuracy particularly in time-sensitive situations.
Use knowledge of business strategies and competitive compensation practices to develop solutions, detailed implementation plans, and financial impact to respective stakeholders.
Identify and resolve issues in a timely manner; gather and analyze information skillfully.
Ability to collect, analyze and report on complex and diverse data; designs work flows and procedures.
Knowledge of office terminology, practices, procedures, and functions.
Knowledge of and ability to interpret and follow local, state, and federal regulations/statues.
Ability to establish and maintain effective working relationships with diverse groups.
Experience with developing alternative solutions.
Excellent organizational and recordkeeping skills.
Ability to work independently and in a group setting.
Ability to conduct independent research and to prepare detailed, accurate reports and written correspondence.
Ability to operate standard office equipment.
Proficient in the operation of standard business software, Microsoft Office Suite (word processing, database management, and spreadsheet applications), internet research, web services.
Proficient with Workday HCM or similar human resources software systems.
Excellent written and verbal communication skills.
Ability to adapt to shifting priorities and management objectives.
Strong presentation skills with the ability to communicate proposed initiatives to department leadership, senior leadership, and other employees.
Project management skills that include the development of project plans, project coordination, communicate changes and progress and completion of projects on time.
Experience with market pricing methodologies, variable compensation plans, and FLSA compliance.
 
MINIMUM REQUIREMENTS:
Bachelor's Degree in Finance, Human Resources, Public Administration, Accounting, Mathematics, Business, or related discipline.
Three (3) years of experience developing and maintaining salary structures, and/or other large numerical data sets, OR;
an equivalent combination of education, training and five (5) years of experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Proficient with Microsoft Office Suite, including Pivot Tables, and XLOOKUP and/or VLOOKUP.
Excellent communication skills.
Experience with data visualization and analytical tools.
  
PREFERRED QUALIFICATIONS:
Master’s degree in Finance, Human Resources, Public Administration, Data Analytics, Accounting, Mathematics, Business, or related discipline.
Three (3) years of experience analyzing and interpreting large quantities of data, including financial/statistical.
Three (3) years of experience in performing data reporting/analytics.
One (1) year of experience working in a Human Resources office setting.
One (1) year of experience in business, financial, and/or economics information management.
Prior experience working with Workday.
 
SALARY RANGE: $71,171 - $93,190 annually, full-time, exempt, with an excellent benefits package.
